UC Berkeley From Campus to Community
2025–26Overview
Advancing SC2.0 and Expanding Access Through Community Partnerships with the California Youth Behavioral Health Initiative
Student mental health services are rapidly evolving to address growing demand and complex student needs. What began as a process evaluation partnership with UC Berkeley Student Mental Health to measure the impact of Stepped Care 2.0® (SC2.0) has grown into a broader initiative supported by the California Youth Behavioral Health Initiative (CYBHI) Round 2 grant, in collaboration with the Institute for Business and Social Impact at the Haas School of Business.
Stepped Care Solutions served as a strategic training and consultation partner, building leadership capacity, embedding data-informed decision-making (the SC2.0 approach to measurement-based care), and adapting One-at-a-Time (OAAT) counselling frameworks. Furthermore, SCS advised on developing a digital navigation layer anchored in SC2.0 principles to expand access to lower-intensity supports across the campus and broader Alameda County community.
This strategic partnership continues to position campus and community leaders for sustainable scaling, enhanced service fidelity, and improved mental health access for underserved youth through 2026 and beyond.

- Expanded Community Pathways: Co-designed broader SC2.0 and OAAT capacity-building initiatives for Alameda County community partners, laying the groundwork for expanded access across the regional system of care.
Stepped Care Solutions served as training and consultation partner in the context of the California Youth Behavioral Health Initiative (CYBHI) Round 2 grant awarded to the Institute of Business and Social Impact at UC Berkeley. Through their full-day Leadership Development Workshop (1) and eight tailored consultation sessions, SCS provided expert guidance in Stepped Care 2.0® (SC2.0) fidelity, One-at-a-Time (OAAT) counseling, and Data-Informed Decision-Making. Beyond the grant, SCS has served as an advisor on IBSI's work to expand digital access to lower-intensity supports, in the context of developing a navigation layer with SC2.0 principles.
