The model

Stepped Care 2.0® Model

Providers face high demand, long waitlists, resource-intensive assessments, and barriers rooted in geography and culture. SC2.0 reimagines mental health and substance use health care from the inside out, positioning people seeking services as active participants in their own care. The model is grounded in 10 principles and organized around a nine-step continuum of care, from informational self-directed care (Step 1) to acute care and systems navigation (Step 9). SCS collaborates with organizations, communities, and stakeholders to put the model to work.

Who it's for

Built for health and social service organizations, system planners, and community partners working to redesign or improve access to mental health and substance use health care. Whether you're new to the model or ready to implement, training is available at every stage.

Every interaction counts

One-at-a-Time (OAAT) Therapy

A One-at-a-Time (OAAT) approach is a core component of the evidence-informed Stepped Care 2.0® model. The philosophy is straightforward: every interaction within a mental health or substance use health system is an opportunity for a person to have a helpful experience addressing their immediate concerns. OAAT therapy, sometimes called Single Session Therapy (SST), is a strength-based, trauma-informed, person-centric practice that recognizes individuals often know what is best for them. Organizations that offer OAAT therapy at a first point of contact build capacity, increase care options, and improve access.

Who it's for

Primarily for therapists, counsellors, and clinicians who provide individual, couples, or family counselling. Training is also available for supervisors and managers of mental health and community service providers, and for organizational leaders supporting the shift in practice.

Helping conversations

Helping Skills for Non-Clinicians

A helping conversation isn't about having the answers. It's about creating the conditions for someone to identify what matters to them, recognize their own strengths, and explore options that fit their needs. This training gives people who support others the practical skills to listen well, follow the person's lead, and build from their strengths. No clinical background required.

Who it's for

For anyone who has helping conversations as part of their work: peer support workers, community workers, frontline staff, and others who support people through conversation without a clinical role.

Data and evaluation

Data-Informed Decision Making (DIDM)

Data makes mental health and substance use health care systems more precise, responsive, and effective. Through measurement-based care (MBC), providers use ongoing feedback and meaningful data to better understand each person’s needs, inform care decisions, and track progress. At the system level, data supports early intervention, ongoing quality improvement, more effective resource use, and better coordination across services. SCS offers consultation, research, evaluation, and training to help organizations integrate data-informed decision making into practice and build the capacity to sustain it.

Who it's for

Relevant for mental health service providers at every level, from peer supporters to clinicians. Also for system and service leaders, administrators, and implementation teams who need data to drive decisions, demonstrate impact, and assess sustainability.

Workforce wellbeing

Adaptive Workforces

Workforce wellbeing and organizational resilience don't come from disconnected initiatives. They require a clear strategy that reflects your people, your culture, and the environment in which you operate. SCS helps organizations understand their workforce needs, identify opportunities for growth, and build practical strategies that strengthen wellbeing, adaptability, and organizational capacity. The approach draws on workforce insights, evidence-informed practice, implementation science, and the Stepped Care 2.0® framework.

Who it's for

For HR leaders, people and culture teams, and organizational decision-makers who want to move beyond one-off wellbeing programs and build a connected, sustainable strategy. Applicable to health and social service organizations of any size.
